Climate policies never have set goals because those goals can't be reached by ANY carbon elimination, sequestration or renewable energy. Set goals come with the uncomfortable questions of why they aren't met.
Bureaucracies intend to fail. Any action that solves a problem is unthinkable. When a problem is solved there's no more budget. Failing after a convincing amount of fake work justifies eternal increases in budget and power and workforce.
