The taxpayer-funded subsidy seekers are also proposing this expensive floating fantasy off California's central coast. Here's one of the local organizations opposing this proposal: https://www.reactalliance.org/ An important national group is https://www.windaction.org/about

It's never wise to be in too much of a rush. If electrification and wind and solar were just introduced a little bit at a time, we could see how well they work (or not) on a small scale before committing more money to such projects. In the case of floating wind turbines, anyone who ever read "The Perfect Storm" or saw the movie would be extremely doubtful about investing in such a venture.
