Trying not to be too blunt, but it's a pretty self serving story that narrowly looks at the gas reserves in the ground in PA. Yes, they have lots of fuel, what they don't have is lots of transmission. So to move that energy to where it's needed, the Virginia Data corridor, means even further expansion of the 765kV network out of West Virginia into PA. That is very expensive, and who pays for it? In the meantime there seems to be enough gas line capacity to move that same fuel to the chosen locations. It is generally better to locate the generation closer to the load that will consume it. That reduces transmission losses and provides better voltage support for the load centers. That appears to be part of the strategy with the actions taken by PJM. It is PJMs job to make the best decisions for the RTO operation as a whole, not the financial desires of a single State. My apologize if I am ruffling feathers.
