Thanks for your detailed analysis. This could be a model for analyzing other terrible policies, where the costs are underestimated and the benefits overestimated (in some cases wildly overestimated).

You may not be aware the PM2.5 claims are almost certainly untrue https://www.sciencedirect.com/science/article/abs/pii/S0273230017301538
