This conversion is simply never going to happen. In the intermodal/rail industry that I work in we are dependent on trucking company providers to make short hauls off the ports and our railyards at the origin and destination. These truckers are often small companies or owner operators who run good used equipment that is very low priced, easy to maintain, and gets the job done. While used prices are higher in CA you can still buy a decent used truck to haul containers off the rail yard and ports for under $20,000. And if CA has their way they will ban these trucks and force truckers to buy a $400-$500,000 electric truck? That requires replacing $100,000 batteries every 3-5 years? And a 150 mile range? This is insane and anyone with half a brain would quickly recognize that.
There is another cost, too. The potential for a complete inability to deliver food and other necessities due to being unable to recharge those battery powered vehicles during a major weather crisis with the grid going down. In that kind of a crisis, if lasting for more than a couple days, the cost would be economic chaos and could even include loss of life. How do you quantify that?

I agree. And I wonder if insurance costs were figured in, and the short lifetime of EV batteries compared to the long lifetime of a diesel truck?
