As long as the US constitution has an enforceable Commerce Clause and a Supreme Court who guards the Republic, businesses will leave California and set up in other states. I wouldn't be surprised to see Nevada, Arizona, Idaho or even one of the Dakotas establish their own refining industry (they have native oil and gas deposits). This is why America is so unique. Businesses will 'talk with their feet'. The fact that are Americans came as immigrants (yes, even the self described indigenous tribes came here from somewhere else) means that the willingness to move is baked into their psyches. And the Left, with their aversion to common sense and their disregard for observable human nature will continue to destroy themselves and everything around them.

Here is the link to Robert Hargraves article: https://www.gridbrief.com/p/guest-feature-energy-economy

The government wants us to "Electrify Everything" so trying to stay on topic, First ithey came for coal, then gasoline, later it will be Diesel, natural gas and gasoline...The "Swamp + Politicians" are destroying our country right before our eyes. As Hargraves wrote: Energy IS the Economy.....

Sadly, we have heard and read from Dept. of Energy officials that California is the model of energy policy for the entire U.S. So is Hawaii. I have written many times and no one yet has challenged my comments that 97% of the general public has no idea where or from what source their electricity is sourced. I suspect a higher % understand gasoline refining sources. Most troubling to me, about 50% of Congressional representatives and Senators have low Energy IQ and they create policies like California's for all of us. Such as the "Green New Deal" aka IRA.

The November elections are important and I hope and pray for high voter turnout of real legitimate voters and election integrity. Otherwise, the U.S. decline will continue, Reagan said, "Freedom is one generation away from extinction......Prescient words. Energy is the Economy as Robert Hargraves wrote in his excellent piece:, "Energy IS the Economy" in Grid Brief Nov, 2022
