Real competition is the key. Eliminate all subsidies for EVs, and drop the plan to build taxpayer-financed charging stations. Let's return to the time when Costco, for example, provided charging sites in its parking lots. Other venues are welcome to do the same. That kind of offering is a good way to attract consumers. I think Whole Foods offers this incentive at some store.

Let EVs seek their own level in the automotive world, like Ferrari or Bentley. Despite its rarefied market, Ferrari stock has soared. Up about 685% since going public nine years ago. Subsidies for Ferrari buyers? Government mandated goals for Ferrari proliferation?

If the pro-EV crowd had not made it so desirable for China to enter and dominate our market, there'd be no need for tariffs.

Looks like the old Razor vs Razor Blade set up. The US builds the Razor charging sites, and China builds the Razor Blade vehicles. Has China been encouraged to build charging sites in the US? Would that be a good idea? Or not?

That aside, if EV buyers were primarily the affluent, dwelling in homes with garages and space to plug in the EV, or the affluent living in cities in buildings with charging facilities, the rate of growth in the market of EVs and EV buyers would not upset the apple-cart of ICE manufacturers.
